The optimal temperature for heating discs to is 30 degrees centigrade.

This can be done either through room temperature or heating lamps. Please note though that a cold room with lamps is more likely to cause static issues, so a warm room in general is advisable, even if you cannot reach the ideal temperature through this alone.
